국가 간 반부패 협력 참여를 결정하는 요인 분석: UN 반부패 협약(UNCAC) 비준(批准)을 중심으로

초록

본 연구는 2000년대 초반 전 지구적 반부패 노력의 일환으로써 UN 반부패 협약의 참여와 전세계적 비준이 어떠한 정치･경제적 조건에서 이루어졌는가를 경험적으로 알아보는데 그 목적이 있다. 이를 위하여 각 국가마다 반부패 협약을 비준하는데 있어서 중요한 원인으로 논의될 수 있는 국내의정치적 상황과 함께 국가 간의 이해 관계적 측면에서 경제적 이익의 추구, 부패의 문제를 범국가적공동대응의 문제로 인식하고 그에 따른 자발적 협력, 그리고 마지막으로 국제적 규범의 압력에순응함으로써 협약에 참여하는 이론적 관점을 가지고 가설을 설정하였으며 패널로짓 분석을활용하였다. 분석결과 비교적 유의미한 결과를 도출하였다. 첫째, 국내의 정치적 상황에 있어서전년도 선거가 반부패 협약의 비준에 있어서 유의미한 결과로 나타났다. 둘째, 국제적 무역량이많은 국가일수록 국가의 경제적 이익을 위하여 반부패 협약을 비준할 확률이 높게 나타났다. 셋째,부패수준이 높은 국가일수록 자국의 부패문제를 국제적 공동대응의 논제로 인식하고 국제적 반부패협약을 비준할 확률이 높다는 것으로 나타났다. 그리고 마지막으로 국제적 규범의 압력에 있어서전 지구적 규범의 확산이 유의미한 결과를 가져오게 하였다. 본 논문은 이러한 연구의 결과를 가지고가설의 기각 여부에 따라 정책적 함의를 제시하였다.

Abstract

This study is intented to empirically analyze how countries around the world ratified andparticipated in the United Nations Convention against Corruption(UNCAC) under the globalpolitical and economic conditions as part of the global anti-corruption efforts in the early 2000s. To this end, important cause can be discussed with the political situation in the country, aspectsof economic interests between the countries for the pursuit of profit, the problem of corruptionrecognized as a national collective response and compliance of international norms. Therefore,this study uses panel logit analysis with the theoretical perspective and find to derive a relativelysignificant results. First, the domestic political situation in the previous year election is a significantresult in the ratification of the Convention. Second, the more International trade volume ofthe country, the probability of UNCAC ratification is high according to the country’s economicinterests. Third, as the problems of corruption are recognized in countries with high levelsof corruption, ratification of international anti-corruption conventions appeared to be more likelyfor collective response of the thesis. Finally, the pressure of international norms and the diffusion of global norms were to bringsignificant results. This paper presents the results of this study have policy implications,depending on whether the rejection of the hypothesis was proposed.
