Abstract
Hanyangdoseong, the Seoul City Wall, was built in 1396 during the reign of King Taejo of the Joseon Dynasty and has served as the central boundary and symbol of the capital for over 600 years. More than just a military fortification, it embodies Joseon's governing philosophy, urban planning, and the concept of protecting the people, making it a cultural heritage of unique historical value even by global standards. Although it underwent continual maintenance throughout the Joseon period, much of the wall was damaged during the Japanese colonial era and further dismantled due to rapid urbanization after the Korean War. In the 1970s, under the military government’s cultural restoration projects, major repairs began, but these early restorations focused on external appearances, often using concrete and other modern materials that compromised the authenticity of the structure. Since the 1980s, with the revision of the Cultural Heritage Protection Act, there has been a stronger emphasis on preserving the original form through traditional materials and verified historical methods. Currently, as Hanyangdoseong prepares for UNESCO World Heritage inscription, preservation efforts must align with international standards, particularly the principles of authenticity and integrity. Restoration should use traditional construction techniques and materials, while also integrating the wall harmoniously with the urban environment. This includes protecting the surrounding landscape, ensuring visual continuity, and creating pedestrian-friendly access for public engagement. Furthermore, collaboration with local communities is essential to foster citizen awareness and voluntary participation in preservation. Educational and experiential programs should be expanded, and a sustainable management system should be built through cooperation between experts and stakeholders. Such an integrated approach will ensure that Hanyangdoseong maintains both its historical significance and its role within the modern city, strengthening its case for recognition as a World Heritage site.
