Abstract

identity of historic city Seoul. Seoul City Wall plays a role as the wall for more than 500 years since it became the capital of Joseon. It is a representative relics of Seoul with unique characteristics from other cities in East Asia in the similar cultural zone. It has four values. Firstly, it is a fortress building using topography of Naesasan(inner mountain) surrounding urban areas. Secondly, it includes history of fortress building for hundreds of years. Thirdly, it demonstrates the development of fortress wall construction technology in multiple constructions. Lastly, it has a variety of documents and artistic works with Seoul City Wall in the background. Recently, Seoul City Wall is promoted to register UNESCO world heritage so that it would be shared with others. In order to be registered in the UNESCO world heritage, it has outstanding universal value to preserve and control by human being, and its authenticity and integrity must be recognized. For the preservation of such values, the protection management plan must be set up in accordance with the UNESCO world heritage operation plan. We have experienced conflicts and contradiction between the development and preservation of historic relics. Accordingly, we need wisdom to keep value between urban development and historic preservation. For the realization of such wisdom, we need to have proper management plan to keep value and characteristics based on the accurate status understanding. The aim of this study is to figure out the sectional status of wall based on its value and characteristics and classify its type by current status in order to provide height control principle of surroundings. For the proper preservation of Seoul City Wall, it not only needs to preserve the wall itself, but also to manage surroundings. The height control is a factor having direct effect on the restoration of relation between city and wall at the time of construction and between nature and wall. Thus, it is essential to keep wall preservation. As for the methodology, this study observed the value of Seoul City Wall from the perspective of world heritage (OUV, outstanding universal value), reviewed the urban construction system and preservation condition for the protection of Seoul City Wall. It was followed by figuring out problems of legal system of Seoul City Wall preservation and its preservation condition. Lastly, this study suggested height management criteria by analyzing the preservation management principle and height management criteria to keep characteristics and value of Seoul City Wall.
