이 글은 중국공산당 창당 100년을 맞아 국가안보의 관점에서 인민해방군의 역할을 분석한다. 즉, 과거 마오쩌둥으로부터 덩샤오핑, 장쩌민, 후진타오를 거쳐 현재의 시진핑에 이르기까지 현대 중국의 역사를 전쟁과 혁명, 평화와 발전, 그리고 대국굴기 시기로 구분하고, 각 시기별로 중국이 추구한 안보전략과 전쟁양상 인식, 그리고 인민해방군의 군사전략을 분석함으로써 중국군이 어떻게 국가안보를 수호하고 당이 추구하는 대외정책 목적 달성에 기여했는지를 평가하고자 한다. 인민해방군은 전쟁과 혁명 시기 강대국의 군사적 위협을 상정한 인민전쟁에 대비하여 적극방어, 유적심입, 지구작전 등의 군사전략을 수립하고 미국과 소련, 그리고 주변국을 상대로 크고 작은 전쟁과 군사작전을 수행했다. 평화와 발전 시기에는 주변에서의 국부전쟁에 대비하여 적극방어 군사전략을 채택하고 남사군도 영토주권과 대만독립 움직임을 저지했다. 그리고 21세기 대국굴기의 시기에는 정보화된 전쟁에 대비하며 글로벌한 영역으로 군사력을 투사하는 한편, 회색지대 분쟁을 통해 중국의 이익을 확보하는데 기여하고 있다. 지금까지 인민해방군은 당의 노선과 전략을 이행하는 핵심역량으로서 중국의 안보와 이익을 수호해 왔으며, 최근에는 중국의 강대국 부상을 지원하는 역할을 수행하고 있다. 향후 인민해방군의 군사전략과 군사동향은 미래 중국의 전략적 의도와 행보를 가늠할 수 있는 중요한 척도가 될 것이다.
Abstract
This article analyzes the role of the People's Liberation Army (PLA) from the perspective of national security in the 100th anniversary of the foundation of the Chinese Communist Party (CCP). The purpose of this study is to evaluate how the Chinese military defended the national security and contributed to the achievement of the foreign policy objectives pursued by the Party through analyzing security strategy, perception of war, and military strategy. During the war and revolution period, the PLA established military strategies such as active defense, luring the enemy, and protracted operations, and conducted large and small wars against the United States, the Soviet Union, and neighboring countries. During the peace and development period, the military strategy of active defense was adopted in preparation for local wars, protecting territorial sovereignty and deterring independence of Taiwan. And in the period of the rise to great power in the 21st century, it prepares for informationized war and builds capabilities to project military power to the global sphere, while securing core interests through the gray zone conflicts. Until now, the PLA has defended China's national security and interests, and recently plays a role in supporting China’s rise to a great power. The military strategy and military trend of the PLA in upcoming years will be an important criteria to gauge China's strategic intentions and foreign policy behaviors in the future.
