중국의 평등성 추구와 미중관계: 회고와 전망

1949년 중국공산당이 정권을 수립한 이후 70여년에 걸쳐 전개된 미중관계는 계속해서 변화하는 역동성을 보였고, 갈등과 함께 협력의 측면도 포함하는 복합성을 드러냈다. 중국공산당 창당 100년을 계기로 미중관계를 돌아본다는 기획취지를 반영하여, 이 글은 미중관계의 전개에 영향을 끼친 중국요인을 제시한다. 구체적으로 이 글은 중국이 정권 수립이후 추구해온 미국과의 평등성을 확보하려는 시도가 미중관계의 역동성과 복합성을 촉발시키는 데 기여했음을 밝힌다. 중국이 평등성 추구를 완화할 경우 양국관계가 개선되고 협력도 강화된 반면에 평등성을 강하게 추구할 경우 미국과의 갈등이 제고되었다. 이는, 미중갈등의 모든 책임이 미국에 있다는 중국의 주장과 달리, 평등성 추구라는 중국요인 또한 미중관계의 전개에 영향을 끼침을 보여준다. 지금의 시진핑 체제가 미국과의 평등성을 실현하기 위해 투쟁을 불사하려 든다는 사실은 향후 미중관계에 갈등과 경쟁이 지속되고 심화될 것임을 제시한다.
Abstract
Since its founding in 1949, the People's Republic of China has pursued equality with the United States, with varying degrees and intensity over time. This article suggests that Beijing’s quest for equality has contributed to the dynamism and complexity of the China-U.S. relations. When Beijing has softened its pursuit of equality, the bilateral relations have improved. On the other hand, the relations have strained when Beijing has hardened its pursuit of equality. Therefore, this article argues that, contrary to Beijing's claim that the U.S. alone is responsible for the current tension between the two countries, the China factor also affects the direction of the Sino-U.S. relations. Looking to the future, with China under Xi Jinping resolving to fight for equality with the U.S, tensions and competition will follow and even intensify in the foreseeable future.
