환경부의 성장과 환경오염 변화: 대기분야를 중심으로

본 연구에서는 대기분야를 중심으로 환경부의 성장에 따른 환경오염 변화를 실증적으로 검토하였다. 분석 결과 환경부의 성장에 따라 전반적인 대기오염도가 감소한 것으로 나타났다. 환경부와 대기보전국으로 구분하여 살펴본 결과 대기오염도의 저감에는 담당국인 대기보전국 보다 전체적인 환경부의 성장이 더 중요한 영향을 미치는 것으로 나타났다. 환경부의 절대적 과수와 예산의 증대, 규제의 증가가 대기 오염도를 낮추는 것으로 나타난 반면 대기보전국의 절대적 혹은 상대적 규모 증대는 오염도에 큰 영향력을 행사하지 못하는 것으로 분석되었다. 이를 통해 환경행정조직은 규제업무를 수행하는 속성상 자원 투입이 많아질수록 오염도가 저감되는 경향을 지니며, 동시에 환경오염 저감은 담당조직에서만 한정되어 이루어지는 것이 아니라 결국 종합적인 고려 속에 이루어지는 것을 확인할 수 있다.

Abstract

This research positively examined changes in environmental pollution levels in tandem with the growth of the Ministry of Environment (ME), focusing on air contamination. According to this analysis, as the ME expanded overall air pollution decreased. The ME and Air Pollution Control Division(APCD), the division in charge, were analyzed separately; the growth of the ME had a greater influence on the decrease in air pollution than did the APCD. While the increases in the ME’s divisions, budget, and restrictions decreased pollution, the expansion of the APCD, whether relative or absolute, had little influence on pollution levels. This finding suggests that the more resources are dedicated to the administrative organization tasked with overseeing the environment, the less pollution occurs due to the nature of its mission to impose restrictions. It indicates that the decrease in pollution is achieved not only by the oganization in charge, but through comprehensive consideration.
