국내 정보통신서비스산업은 경쟁체제 도입을 위한 일련의 개혁조치로 기존 독점적 통신시장에 경쟁체제가 마련되 었다. 이 과정에서 경제적 규제를 통해 자원배분을 담당하던 정부역할이 축소되고 시장이 새로운 지배기구로서 역할 을 부여받으면서 정부와 기업 그리고 이용자간 상호작용의 틀에 변화를 드러내고 있다. 이러한 변화과정에서 나타난 역동성을 포착, 정부-기업-이용자간 상호작용적 관계에 따른 정책산출을 이해, 설명하는데 목적이 있다. 이를 위해 정 보통신서비스정책의 전개과정과 특성을 기술적(記述的)으로 고찰하면서 정책기관, 기업 그리고 이용자간 상호작용에 서 드러난 정책산출이 어떠한 양상을 보였는지를 상호작용적 설명모형을 통하여 이해하고자 한다. 아울러 정보통신서 비스정책의 방향은 정부-기업-이용자간 상호작용적 관계의 재설정을 통해 바람직한 정책지향을 모색하기로 한다.
Abstract
Telecommunication policy of Korea has backed an ambitious drive to restructure the Korean society and economy. Having seen remarkable growth in the past, Korea's Telecommunication policy is now at a turning point, facing a new paradigm of knowledge based society that it has not experienced before. After examining the past and current situation of Telecommunication policy progress in Korea, this paper proposes a desirable policy process output model. On the basis of policy actor's interaction, the level of relational characteristics of three major actors -Government, Business and public- are analyzed. It is found that supply-oriented have dominated the policy process. and the paper suggests that demand-oriented policy process model needed. and This paper also considers some of advanced strategy that Korea's telecommunication policy may have to shift during knowledge based society.
