지방선거에서 유권자의 현직 지지 요인에 관한 연구 - 2014년 6･4지방선거의 기초자치단체장 선거를 대상으로 -

본 연구는 지방선거에서 현직의 높은 재선 경향은 중앙에 의한 지방 예속 현상이 완화되고, 지방차원의 자율성과 책임성이 제고되는 징후라는 기존 연구의 가설을 검증하기 위해, 2014년 6․4지방선거에서 현직이 출마한 65개 기초단체를 대상으로 유권자들의 현직 지지 요인을 분석했다. 분석 결과, 유권자의 현직 지지가 후보자의 자질, 능력, 도덕성 등 후보자 요인을 고려한 결과이거나, 또는 현직자의 지난 4년 간의 직무수행결과를 평가한 결과라는 증거를 발견할 수 없었다. 대신 유권자의 현직 지지 여부에는 대통령에 대한 평가, 또는 정부의 세월호 참사 대응에 대한 평가가 영향을 미쳤다. 이는 이번 6․4지방선거에서도 중앙정치 이슈가 지방선거를 지배했음을 의미하는 것으로, 지방차원의 자율성과 책임성 제고를 위해서는 여전히 많은 정책적 노력과 실천이 필요함을 시사한다. 또한 유권자의 개발정책 선호가 현직 지지에 미친 영향은 지방정부의 유형에 따라 다르게 나타났다. 대도시지역 유권자들은 개발정책을 선호할수록 현직 지자체장을 미약하게나마 지지한 반면, 비대도시지역 유권자들은 개발정책을 선호할수록 현직 지자체장을 지지하지 않았다. 이는 비대도시지역의 강한 개발정향에는 상대적으로 열악한 경제적 기반, 지역 토호들을 중심으로 한 성장연합, 지자체장의 개발정향, 이를 견제할 시민사회의 취약성 외에도 개발정책에 대한 지역주민들의 강한 선호가 있음을 시사하는 것이다.
Abstract
The aim of this study is to test the claim that the high reelection rate of the incumbents in local election results from voters’ evaluation of incumbents’ strength(candidate factor) or incumbents’ performance, which might suggest that those local governments have gradually enhanced their autonomy and accountability, away from the influence of the central government. Focusing 65 municipal governments where the incumbents run for reelection in the June 4 local elections, we analyzed why voters supported incumbents. But it was not found that voters who considered the candidate factors - personality, competence, and morality – were more likely to support incumbents, or that voters who evaluated incumbents’ performance more positively, were more likely to support them. Instead, whether voters supported incumbents was influenced by their evaluation of the presidents and central government’s management of ‘Sewol disaster’, where hundreds of people had been trapped underneath the sunken ferry into death. These results may suggest that the June 4 local elections was dominated by the issues related to central politics, far from the claim that local governments’ autonomy and accountability has been enhanced gradually. In terms of voters’ policy preference, while in metropolitan area voters’ preference for development policy influenced their support of incumbent positively, voters in non-metropolitan areas, who put a bigger emphasis on development policy, were less likely to support incumbents because they were dissatisfied with the level of development policy. This finding may suggest that the development policy orientation of local government in non-metropolitan areas was closely related to the policy preference of local residents.
