지방선거에서 시민들은 무엇으로 광역자치단체장의 정치적 책무성을 평가하는가? : 제8회 전국동시지방선거를 중심으로

초록

본 연구는 제8회 전국동시지방선거에서 광역자치단체장에 대한 유권자의 회고투표 행태가 어떻게 나타나는지 분석하는데 목적이 있다. 구체적으로 지역사회에 대한 사회중심적 평가와 개별 유권자에 대한 개인중심적 평가 중 어떤 기준에 의거하여 광역자치단체장에 대한 평가가 일어나는지 살펴보았다. 더 나아가 유권자의 정치지식 수준에 따라광역자치단체장에 대한 회고투표가 차이가 있는지 살펴보았다. 다수준 로지스틱 회귀분석을 이용하여 경험적 분석을 한 결과에 따르면, 거주 지역의 주거환경 변화에 대한 평가가 현직 광역자치단체장 소속 정당 후보에 대한 투표확률에 유의미한 영향을 미치는 것으로 나타났다. 그러나 주거환경 회고평가에 기초한 광역자치단체장에 대한 회고투표는 정치지식 수준이 높은 유권자에게서만 발견되었다. 본 연구의 결과는 우리나라에서 지방선거가 더 이상 중앙정치의 대리전이 아니며, 지방자치단체장의 정치적 책무성을 담보하는 수단으로 활용되고 있음을 보여준다고 하겠다.

Abstract

This study aims to analyze how Korean voters hold their governors accountable in the 2022 South Korean local election. Specifically, it examines the criteria by which Korean voters choose between sociotropic and pocketbook evaluations when voting in the 2022 governor election. Additionally, this study investigates whether the level of political knowledge affects voters’ retrospective voting behavior. Based on the results of multilevel logistic regression analysis, it was found that evaluations of changes in residential environments significantly impact the likelihood of voting for the candidate from the party to which the incumbent governor belongs. However, this kind of retrospective voting, based on evaluations of residential environment changes, is predominantly observed among voters with a high level of political knowledge. In conclusion, this research suggests that local elections in South Korea no longer solely represent national politics; they now also serve to ensure the political accountability and responsibilities of local government leaders.
