지구대 순찰제도의 실태분석과 운영개선에 관한 연구

초록

순찰이라 함은 외근경찰관이 범죄의 예방과 제지, 현행범 또는 피의자의 체포, 위험발생의 방지, 방범지도계몽, 미아 ․가출인의 발견 등의 업무를 하기 위한 순회근무를 의미한다. 이처럼 외근경찰관의 활동은 매우 다양하며, 그 중 순찰활동은 세계 어느 나라를 막론하고 법을 집행하는 방법의 하나이며, 아울러 보통 범죄사건이 발생하면 제일 처음 현장에 나타나는 것이 외근 순찰경찰관이기 때문에 경찰의 업무 중 가장 중요하고 관심을 두어야 할 분야이다. 과거 선진국인 미국경찰의 순찰방식도 차량과 유무선의 통신수단이 개발된 이래 일상적인 차량순찰과 亂線巡察을 기본으로 하여 왔다. 그러나 1970년대에 이르러 이러한 전통적인 방식의 효과 및 효율성에 대한 의문이 제기되었고, 이러한 회의는 보다 효과적인 새 전략의 개발을 촉진하게 되었는데, 그 대표적인 연구가 캔자스 시의 예방순찰활동이다. 이 연구는 순찰차에 의한 난선순찰이야말로 실제로 범죄를 예방할 수 있다는 命題에 의문을 제기하게 되었고, 이러한 배경을 가지고 태동하게 된 것이 지역사회경찰활동이고 그 핵심에 도보순찰이 자리매김하고 있는 것이다. 이런 맥락에서 본 연구는 기존 파출소를 폐지 내지 치안센터로 전환하고 범죄분위기 제압과 현장대응능력을 높이기 위한 집중관리형식인 지구대체제와 차량위주의 순찰방식이 타당한가에 대해서 제도적 ․ 구조적 측면과 인적측면을 분석 ․검토하여 보다 발전지향적인 경찰행정개선 방안을 모색하는데 그 목적을 두었다.

Abstract

The term, "PATROL" means the police activities conducted by patrol officers such as prevention of crimes, apprehension of criminals, risk alleviation, public safety instruction and discovery of missing people. Like above mention, the duties of patrol officers are various and the police patrol is one of the most common ways to conduct law enforcement in all countries. The patrol should be considered the most important of all police activities, because the partrolman is first responder. Historically, United States police officers basically performed regular vehicle patrol and random patrol together with the development of wire/wireless communication systems, but questions were raised about the effectiveness and efficiency of those traditional patrol procedures in 1970s. These concerns lead to the development of new strategies that create more efficient patrol systems. A famous example of research on police patrol system is "The Kansas City Officers' Crime Prevention Patrol". This research suggested that random patrol might practically reduce the crime rate. The concept, "Police Activities in Local Communities" was developed with a focus on foot patrol. According to this theory, my study analyzes the validity of police patrol units established to improve the crime control atmosphere and enhance initial response capability as well as the efficiency of transformation that the police patrol unit and the vehicle patrol replace the police box and the police security center, the sub-station of police patrol unit. The purpose of my study is to seek a better police administration system through a review on the police structure that includes the manpower.
