방범순찰대 방범지원근무에 대한 실태분석과 운영개선에 관한 연구

경찰의 임무는 궁극적으로 범죄발생의 위험으로부터 공공의 안녕과 질서를 유지하는 것이다. 경찰이 범죄에 대한 종래의 기본적인 활동은 법집행자로서 범인검거 등의 사후적 활동에 초점을 맞추고 있었지만, 오늘날에 와서는 범죄발생을 미연에 방지할 수 있는 범죄예방활동으로 초점이 이동하고 있고, 그 핵심에 방범순찰활동이 자리매김하고 있는 것이다. 우리나라에서는 2003년부터 도보순찰을 중심으로 하는 방범활동의 전초기지인 파출소를 3-4개 통폐합한 지구대로 조직 개편하고, 기존에 남아있던 파출소를 1인이 근무하는 치안센터로 전환하였다. 이와 같이 현행 지구대 편성과 운영은 차량순찰위주의 활동으로 범인검거 등의 범죄대응능력은 향상되었으나, 반면 도보순찰 등의 감소로 지역주민들이 갖는 범죄에 대한 불안감 해소와 주민과 경찰관의 신뢰관계 구축에는 그 한계성을 노출시키고 있다. 이런 연유 등으로 지구대의 도보순찰인력을 확보하기 위하여 각 경찰서에 설치되어있는 방범순찰대원을 지구대에 투입하여 방범순찰활동을 강화하려고 시도하고 있으나, 방만한 경력운영과 근무감독 부재 등의 요인으로 형식적이고 비효율적인 방범순찰활동이 이루어져 온 것이 사실이다. 따라서 본 연구는 지구대에 지원되는 방범순찰대원의 근무실태와 문제점을 분석하고 이에 대한 개선방안을 도출시켜 보다 발전지향적인 방범지원근무방안을 모색하는 데 그 목적을 두었다.
Abstract
The ultimate duty of Korean Police is to maintain the public safety and order from the crime threat. The former police activities as the law enforcement officer basically focused on the crime response such as criminal arrest. But the present police activities concentrate on the crime prevention. The police patrols are in the middle of these activities. In 2003, Korean National Police Agency(KNPA) unified local police boxes which mainly conducted foot patrol as the advanced base of crime prevention activities, and then established police patrol units which consist of three or four police boxes. The KNPA transformed the old style police boxes to single officer presence post under the name of police center. According to this police reorganization, the operation of police patrol unit has improved the crime response capability through police vehicle patrol, however, this reshuffle shows limits to clear local communities uneasiness about crimes and construct the confidence between police and citizens, because of the decreased foot patrol. As a result of above reasons, the KNPA puts police patrol companies assigned to every police station into the patrol units to strengthen crime prevention and patrol activities, however, it is true that the patrol activities has been operated formally and inefficiently, because of rough management and absence of conduct. Accordingly, the purpose of this study is to draw the improving plan and find the developmental crime prevention support service system of Police Patrol Forces through the analysis on the actual working condition and controversial point of Police Patrol Forces which support police patrol units.
