Abstract

(Background and Purpose) Logistics facilities have undergone substantial transformation in response to changing consumption patterns, particularly since 2019. Fulfillment Centers (FCs), which handle a diverse range of small-scale items, have increasingly replaced traditional Distribution Centers (DCs) that managed limited types of large-scale goods. In addition, logistics facilities have tended to locate closer to city centers to enhance transportation efficiency. This shift has prompted the conversion of existing DCs into FCs. Furthermore, logistics centers are now expected to serve as more attractive and community-friendly spaces that benefit local residents—an effort to mitigate conflicts arising from their proximity to urban areas. This study aims to propose criteria and strategies for converting existing DCs into FCs through case studies of current existing conditions, addressing a research gap in which previous studies have focused primarily on newly built FCs rather than conversion strategies for existing facilities. (Method) The study first identified the physical and legal requirements for converting existing DCs into FCs and classified potential mixed-use types of logistics facilities according to their size and location by literature review and previous cases analysis. Subsequently, the conversion strategies were provided for logistics centers operated by Company C by analyzing and categorizing the existing facilities of Company C based on these criteria. The scope of this study was single logistic centers located in urban zones of Company C, directly affected by changes in logistics facilities. Company C was selected for this study because it operates approximately 1.5 times more logistics centers in Seoul metropolitan area than other companies, a region that accounts for over 70% of the nation’s total logistics volume. (Results) Company C operates 67 logistics centers in the metropolitan area. Among them, 20 centers—18 DCs and 2 FCs—are single logistic centers located within urban zones. Of the 18 DCs, 15 were found to have potential for conversion into FCs, considering their current conditions such as location, building size, lot area and legal restrictions. Moreover, four types—public, business, auxiliary, and neighborhood—were identified for integrating logistics facilities with other urban functions according to surrounding conditions and available development capacity. (Conclusions) This study presents criteria for converting existing DCs into FCs and four representative types for integrating logistics facilities with other urban functions, derived through literature review, case studies and current status reviews. The findings are expected to contribute to the development of logistics centers more compatible with multi-functional and high-density urban environments, shifting their perception from undesirable infrastructure to integral components of urban systems. The study is significant in that it quantitatively evaluates existing logistics facilities and proposes timely architectural strategies aligned with current logistics trends. Future research is expected to develop more generalizable strategies by incorporating logistics centers operated by various service providers.
