Equality and welfare as human rights are the challenges of our society, and the Social tourism can set the example for the field of tourism. In this study, social tourism is defined as 'a tourism activity in which the socially disadvantaged such as low-incomes and disabled leave the workplace regardless of economic and environmental conditions'. However, due to the lack of practical systems and programs, the benefits of social tourism are provided only to limited numbers of people, which can be interpreted as social conflicts. And Social capital, as a keyword carried in this study, is an intangible asset that creates productive interactions for public interests of society and is evaluated for its usefulness in explaining a public developmental phenomena and developmental logic. This study analyzes the social capital that affects realization of social tourism.
