이 글은 오바마 행정부가 2012년 1월5일 제시한 새 국방전략을 미국의 재정위기와 관련지어 분석 평가하고 그것이 동북아시아 및 한국 안보에 던지는 시사점이 무엇인지를 검토하는 것을 목표로 한다. 오바마 행정부의 새 국방전략은 긴축재정 하에서 취해진 ‘선택과 집중’의 결과물이다. 미국은 이제 냉전의 유산인 지상전 위주의 전쟁 패러다임에서 완전히 벗어났다. 미국은 가능하면 대규모 지상군이 투입되는 전쟁, 장기적인 안정화 작전이 필요한 전쟁에는 개입하지 않을 방침이다. 대신 미군은 더욱 경량화하고 기동화하고 네트워크로 묶인다. 이로써 부상하는 중국을 공해와 우주, 사이버 공간에서 압박해나갈 계획이다. 따라서 미국의 국방예산 삭감과 국방전략 개편은 국방력의 약화를 의미한다고 단정할 수 없으며, 오히려 지난 10여 년 간의 ‘테러와의 전쟁’을 재조정하고 제한된 예산을 재분배함으로써 미국의 군사패권을 지속적으로 유지하기 위한 국방력의 재구성이라고 볼 수 있다. 다만, 미국은 재정적자의 심화로 인해 국방예산을 우선순위가 높은 분야로 이전하고 있으며, 이는 동맹국들에 대한 억지력 제공에도 영향을 줄 것이다. 한국은 특히 미국의 적극적인 아시아전략, 특히 대중 견제정책 추진과 방위비 분담 압력에 자유롭지 못할 것으로 보인다. 이러한 상황에서 한국은 국익과 동맹이익을 균형 있게 추구하는 유연한 전략개발에 집중할 필요가 있다.
Abstract
This article aims to analyze the Obama administration's new defense strategy following a federal budget crisis and assess its impact on the security of South Korea. It argues that Obama's new defense strategy is the result of the 'choice and concentration' in an era of federal belt-tightening. Under the new strategy, the United States renounces the ground war-oriented paradigm as a Cold War legacy and vows not to engage in large-scale ground wars or long-term stabilization operations. Instead, the U.S. military will transform into more agile and flexible forces, tied to one network. By doing this, the U.S. plans to balance against the rising China in the sea, cyberspace and astrospace. Therefore, the defense budget cuts would not mean the weakening of defense capabilities, but "the reorganization of defense forces" for the purpose of sustaining military hegemony. Due to the deepening budget deficits, however, the U.S. government has transferred its limited resources to higher-priority areas, thus affecting its commitment to its allies. Especially, South Korea appears not to be free from the U.S.'s strategy to balance against China and increasing pressures for defense burden-sharing. Under these circumstances, South Korea needs to devise new strategies to cope with the changing security landscape in a flexible manner and maximize its national interests.
