Abstract
In this article, I reviewed the historical transition of local government law system in Korea under Japanese Imperialism. It can be divided into ⑴ preparation for the colonization of Korea by Japanese Imperialism, 1905~1910, ⑵ reorganization of local governing system under military force in 1910s, ⑶ reorganization of local governing system under ‘rule of culture’ in 1920s and 1930s. I arrived at the conclusion as follows. First, Japanese Imperialism destroyed the democratic legitimacy system that reflects the residents will from the base on the local level. Secondly the pro-Japanese was tranplanted by several times reorganization of local governing system. Thirdly local government was controlled not by the judicial control but by the administrative direction and supervision of central government. Finally We can see from the historical transition of the legal system on local government that the reorganization of local system under Japanese Imperialism focused on destroying real and basic local body and substituting it by wide one. Establishment of the centralized administration structure can be effective to rule the Korean people.
