기초자치단체 읍･면･동 복지허브화의 영향요인에 대한 탐색적 연구

본 연구는 읍･면･동의 복지허브화에 영향을 미치는 요인들을 규명함으로써 정부가 신속하고 체계적으로 복지허브화를 추진하는데 도움을 줄 수 있는 정보를 산출하고자 하였다. 이를 위해 본 연구는 읍･면･동의 복지허브 전환을 종속변수로 하고 복지수요 요인, 정부역량 요인, 단체장 요인, 환경 및 기타 요인을 독립변수로 하는 회귀모형을 설정하고 추정하였다. 분석결과는 종속변수의 측정방법에 따라 회귀계수들의 통계적 유의성이나 부호가 다르다는 것을 보여준다. 먼저, 전환 읍･면･동 수에는 노령인구 비율, 저소득자 비율, 행정능력, 재정능력, 단체장의 성별, 소득수준, 지역규모가 통계적으로 유의한 영향을 미치는 것으로 나타났다. 다음으로, 전환 읍･면･동 비율에는 저소득자 비율, 행정능력, 재정능력, 단체장의 성별, 지역규모가 통계적으로 유의한 영향을 미치는 것으로 분석되었다. 마지막으로, 전환 인구 비율 모형에서는 저소득자 비율, 행정능력, 재정능력, 단체장의 성별, 지역규모, 단체유형이 통계적의로 유의한 것으로 나타났다. 이러한 분석결과는 정부가 신속하고 체계적으로 복지허브화를 추진하기 위해서는 복지전문 인력 충원 등에 대한 행정적･재정적 지원 강화, 단체장이 여성인 기초자치단체의 복지허브 전환율 저조 원인 파악 및 대책 수립, 광역자치단체의 역할 강화 등의 조치가 필요하다는 정책적 시사점을 제시한다.
Abstract
This study aims at producing information for promoting fast and systematic transformation of Eup･Myeon･Dong into welfare hub through identifying the factors affecting the transformation. For this purpose, we estimate regression models which relate the transformation of Eup･Myeon･Dong into welfare hub to various factors such as welfare demands, government capacity, mayor's characteristics, environmental factors, and others. The regression results show that the statistical significance and the sign of regression coefficients differ by the measurement method of the dependent variable. First, the results of the number of Eup･Myeon･Dong model unveil that the percentage of the old, the percentage of the poor, administrative capacity, fiscal capacity, mayor’s sex, income level, and community size have statistically significant effects on the number of Eup･Myeon･Dong transformed into welfare hub. Second, the results of the percentage of Eup･Myeon･Dong model reveal that the percentage of the poor, administrative capacity, fiscal capacity, mayor’s sex, and community size have statistically significant effects on the percentage of Eup･Myeon･Dong transformed into welfare hub. Third, the results of the percentage of residents model show that the percentage of the poor, administrative capacity, fiscal capacity, mayor’s sex, community size, and the type of municipality have statistically significant effects on the percentage of resident in Eup･Myeon･Dong transformed into welfare hub. From the policy perspective, the results imply that, to promote fast and systematic transforming Eup･Myeon･Dong into welfare hub, the central government should strengthen the administrative and financial support for the municipality, identify the cause of the low transformation rate in the municipality with the female mayor and develope measures for improving the rate, and enhance the role of metropolitan governments.
