초록

본 연구에서는 기초자치단체 사회보장사업의 신설에 영향을 미치는 요인들을 규명하고자 하였다. 이를 위하여 2016년부터 2020년까지 기초자치단체의 사회보장제도 신설 변경 협의 자료와 각 지자체의 인구 및 재정적 특성을 반영한 각종 지표들을 활용하였으며, 표본선택 포아송 모형을 통하여 요인 간의 관련성을 분석하였다. 본 연구의 결과를 요약하면 다음과 같다. 첫째, 기초자치단체의 아동인구비율은 사회보장사업 신설에 정적인 영향을 미치는 것으로 나타났다. 둘째, 기초자치단체의 재정자립도는 사회보장사업 신설에 정적 영향을 미치는 것으로 나타났다. 셋째, 1인당 사회복지예산 규모는 사회보장사업 신설에 정적 영향을 미치는 것으로 나타났다. 이상의 연구결과를 바탕으로 다음의 제언을 하였다. 첫째, 기초자치단체의 자체사업 발굴이나 기존 제도에 대한 보충적 성격의 사업이 활성화되기 위해서는 적정 수준의 재정적 자율성이 보장되어야 한다. 둘째, 기초자치단체의 사회보장사업 신설 정보를 바탕으로 복지사각지대를 탐색하여 기존 사회보장제도가 가진 한계들을 점진적으로 보완해나가야 한다.

Abstract

The purpose of this study is to explore the factors influencing the introduction of new social welfare services in local governments. From 2016 to 2020, data from Prior Consultation System for New and Modified Welfare Services in local governments were used. The relationship between population/fiscal indicators of local governments and the introduction of new social welfare services was analyzed using poisson regression model with endogenous sample selection. The results are as follows. First, the proportion of children in the local government has a positive effect on the introduction of new social welfare services. Second, local Governments’ financial autonomy has a positive effect on the introduction of new social welfare services. Third, the social welfare budget per capita has a positive effect on the introduction of new social welfare services in the local governments. The implications of the policies for expanding the financial autonomy of local governments and supporting the resolving the welfare blind spots in the region are discussed based on the research results.
