Abstract
We analyze how emission regulations affect the change in the long-run energy supply. In this analysis, we first construct a dynamic CGE model that could explain the change in the pattern of energy supply such as coal to petroleum, petroleum to natural gas, and then to substitute energy. In the model, we assume the monopolistic competition, which is differentiated from previous works assuming perfect competition. Enforcing the emission regulations will increase the monopoly profits in the market for substitute energy and also foster the era of substitute energy. As a result, due to the enforced emission controls, the energy transition to substitute energy from fossil fuels will begin about 12 years earlier than the benchmark equilibrium while the energy transition to natural gas from petroleum will start about 10 years earlier. In addition, our results show that the assumption of monopolistic competition is very important in evaluation of energy and environmental policies. Without considering the monopoly profits, both welfare loss and cost reduction tend to be overestimated and the increase in the weight of substitute energy might be underestimated.
