화석연료 의존도가 높은 한국 산업부문에서 ‘지속가능한 성장’ 달성 여부는 친환경생산 공정의 도입과 에너지 고효율 설비 투자 시 에너지 투입량과 이들 자본스톡 사이의 원만한 대체 여부에 달려있다. 본 논문에서는 국내 화력발전산업을 대상으로 적정수준의 자본스톡을 전제로 도출한 제약비용함수를 추정하여 화석연료와 자본 간 대체가능성을 분석하였다. 석유와 자본의 경우에만 서로 강한 대체관계가 있는 것으로 측정되었다. 수요탄력성 추정치를 사용하여 석유사용량과 자본투자 간 대체효과에 대한 시뮬레이션을 실시한 결과 자본투자의 석유수요 감소효과는 탄력적으로 나타났다. 이는 에너지절약 시설투자에 대한 보조금지원 정책은 CO2 발생을 억제하는 데 어느 정도 소기의 성과를 기대할 수 있음을 의미한다.
Abstract
The more substitutable energy is with capital, the easier it is to achieve the goal of sustainable development in highly energy intensive Korean industrial sector. This paper estimates a restricted cost function, which is derived given the optimal level of capital stock, and measures elasticities of substitution between fossil fuels and capital in the Korean thermal power generation. Empirical results show that capital is strongly substitutable with oil. The effect on the demand for oil of price subsidy for capital is simulated with the estimated price elasticities of demand. The use of oil would be reduced by more than the extent to which the use of capital would be increased, suggesting that a subsidy for investment on improving boiler fuel-efficiency would be likely to be effective in reducing some degree of CO2 emissions.
