전 세계적으로 재난이 대형화, 다빈도화 되어 가는 추세에서 효율적인 재해 물류 체계의 확립은 필수적이다. 이에 본 연구는 물류관리의 효율화 관점에서 우리나라 재해구호 물류 체계의 문제점을 파악하고 개선방안을 수리적으로 분석함으로써 국내에서 지금껏 시도되지 않았던 구호체계 관련 실증 연구를 수행하였다. 현행 재해구호 물류 체계를 규명하기 위하여 전국재해구호협회 및 충청남도 각 시/군을 대상으로 심층면접조사와 전화조사를 실시하였고, 본 연구에서 제시한 개선방안의 수리 모형을 2010년 9월 발생한 제7호 태풍 곤파스(KOMPASU) 사례에 적용하였다. 현행 체계와의 비교 분석 결과, 운송시간과 운송비용의 측면에서 개선방안의 효율성이 입증되었으며 구축된 수리모형을 통해 개선방안의 실행에 있어 대두될 수 있는 여러 의사결정문제들을 해결할 수 있다는 점 또한 밝혔다.
Abstract
Since natural disasters can cause catastrophic loss of life and property, a well-organized disaster relief system is crucial to alleviate human sufferings. Many activities of the system mainly involve logistics operations such as storage and transportation for delivering relief goods from supply nodes to demand nodes. Therefore, it would be the key to success for the system that controlling the material flows effectively from a logistics perspective. In this paper, a linear programming model which shall improve efficiency of the current Korean relief delivery system is proposed and the performance of the model is empirically evaluated through a case study with a natural disaster actually occurred on September, 2010 in this country. In addition, computational results mentioned in this paper also show that the model is useful to solve decision making problems related with the implementation of the proposed model. Finally, managerial implications and suggestions are given for the future research.
