인천항과 북중국 주요 항만의 코피티션 방안에 관한 연구

최근 해운항만산업은 선사 간의 전략적 제휴, 선박 대형화 등 급격한 환경 변화를 겪고 있다. 이런 환경 변화로 항만 간의 과당 경쟁이 야기되고 이에 대응하기 위해 항만당국은 코피티션(co-opetition)이라는 새로운 전략 수립의 필요성을 높혀가고 있다. 우리나라 수도권의 관문항인 인천항도 중국의 성장과 한·중 교역 증대로 그 중요성과 활용도가 높아 가고 있어서 한·중 항만 간의 코피티션 전략 도입에 대한 연구가 필요한 시점이다. 본 연구에서는 인천항과 중국항만과의 코피티션 전략 수립에 대한 연구를 하기 위해 북중국 주요 항만인 칭다오항, 톈진항, 다롄항을 인천항 코피티션의 주 대상으로 하였으며, 선행연구와 사례 고찰 및 SWOT 분석을 통해 실행 가능한 코피티션 방안을 도출하고, Fuzzy AHP 분석기법으로 이들 방안의 우선순위를 도출하였다. Fuzzy AHP 분석 결과, 평가요인으로는 운영적 측면, 시스템 측면, 마케팅 측면 순으로 나타났으며 복합가중치를 적용한 평가항목으로는 크루즈상품의 공동 개발, 항만 운영시스템의 표준화, 복합운송 체계의 구축 등의 순으로 나타났다.
Abstract
Recently, shipping and port industries are confronted with rapid changes such as strategic alliances between shipping companies, the emergence of larger vessels, etc. To cope with such environmental changes and the increasing competition among ports, a new strategy for port authority called co-opetition has been proposed. In this study, introduction of specific and feasible co-opetition strategies for Incheon port, one of the most important ports in the metropolitan area of Korea, has been analyzed. Three major ports in North China, including Qingdao port, Tianjin port, Dalian port, are considered as the targets of Incheon port's co-opetition strategy. Based on existing literature, some case studies and SWOT analysis, several reasonable co-opetition plans are first presented. Then the relative importance of these plans are analyzed using Fuzzy-AHP approach. The results indicate that the top priority of the first-level criteria is on marketing side, the followings are system and operation aspects. For subordinate criterions, the three most important ones are: conducting port-promoting session, constructing port security system and developing cruise services jointly.
