인도주의적 물류활동에 관한 우리나라의 정책적 개선방향에 관한 연구

본 연구는 우리나라의 인도주의 물류활동에 대한 정책방향을 수립하기 위하여 여러 가지 요인들에 대한 중요도를 도출하였다. 코로나 19 마스크 부족사태 등 구호물류에 대한 중요성이 증가하고 있음에도 불구하고 아직까지 우리나라는 인도주의 물류전략에 대한 연구가 희소한 실정이므로 지진 등의 재난이 자주 발생하는 경주 등 내륙지역과 도서지역을 비교하여 인도주의 물류전략을 지역별 차이를 반영하여 어떻게 정책을 수립하면 좋을지에 대한 연구를 진행하였다. AHP 분석 기법을 이용하여 관리 및 기획적요건, 협력적 요건, 구호물자 보관요건, 비용적 요건 등 4가지 측면에서 인도주의 물류전략 수립시 가장 중요한 요인은 무엇이고, 내륙지역과 도서지역을 비교했을 때 세부적인 기준들 가운데 어떤 부분들을 중점적으로 물류전략을 수립해야 하는지에 대한 시사점을 제공하였다. 분석결과, 대분류에서는 협력적 요건이 가장 중요한 요건으로 나타났으므로 인도주의 물류전략은 종합적으로 보았을 때 정부와 지자체의 많은 관심이 필요하다고 나타났다. 내륙지역과 도서지역의 세부요인 간 쌍대비교에서는 15가지 요인 중 11가지 요인에 대하여 내륙지역이 도서지역에 비하여 중요성이 대체적으로 떨어지는 것으로 나타났다.
Abstract
This study analyzed different levels of importance in various factors related to humanitarian logistics strategy in Korea. Despite the increasing global attention on relief goods policies such as the shortage of masks for Corona virus, research on humanitarian logistics strategies are relatively rare. Thus, this research was conducted especially by comparing inland and island areas such as Gyeongju and Jeju island where disasters such as earthquakes occur quite frequently. The AHP analysis technique was applied to find out factors that are important in establishing humanitarian logistics strategies. There were four aspects in the analysis which are management and planning requirements, cooperative requirements, relief goods storage requirements, cost requirements with regard to the comparison between inland and island areas. As for the results, cooperative requirements were found to be the most important requirement in the category, and in the 11 of the 15 factors were found to be more important in the island areas than inland regions.
