행정구역 자율통합정책의 비판적 고찰

Abstract

As a part of policies for improving residents’ convenience in a daily life and reinforcing national competitiveness, administrative territorial consolidation has been promoted steadily and successively. Although a multitude of urban-rural complex-type cities, initiated forcefully by the Korean government have been launched in 1994, the administrative territorial self-consolidation of local authorities has been accepted as a new basic strategy and underpinning for administrative territorial consolidation ever since then. However, the administrative territorial self-consolidation policy seems to be evaluated not to obtain its effects to the extent that the Korean government anticipated from the start. This study is, therefore, designed to illuminate the reasons why the administrative territorial self-consolidation policy turned out to fail quite different from the original expectations. With the application of general policy analysis framework, the analysis of the administrative territorial self-consolidation process is performed and, on the basis of the analytical results, the main causes of such policy failure are provided for future policy implications.
