극동러시아 한러 산업협력의 잠재력과 협력방향: : 한러 산업단지 조성에의 함의

본 연구는 최근 남북관계의 개선, 북한의 비핵화 논의의 전개가 이루어지는 새로운 협력의 시기 속에서 한반도의 유라시아 대륙진출의 교두보가 될 수 있는 중요한 거점인 극동러시아에서의 산업단지 조성을 비롯한 한러 산업협력의 방향을 제시하는 것을 목적으로 두고 있다. 연구에서는 극동러시아에서의 한러 산업협력의 내부요인으로 한러간 산업보완관계의 지속, 산업단지 조성에 관한 한러 양국간의 협력경험과 각자 외국과의 조성 경험, 낮은 인구밀도와 산업기반 미비, 취약한 인프라 여건을, 외부요인으로 환동해권 물류여건의 개선전망, 유라시아경제연합의 성장 전망, 서방의 대러시아 제재 지속 등을 중심으로 한러 산업협력의 잠재력을 파악하였다. 이를 통해 한러 산업협력의 방향을 초국경 국제수송인프라 개발 연계 산업단지 조성, 지속가능한 한러 산업보완관계 협력모델의 구축, 현지 사업수요 기반의 산업협력 우선 추진 등으로 설정하고 세부 구체적인 협력방안을 제시하였다.
Abstract
The research is aimed at developing industrial complexes in the Far East Russia, which can serve as a bridgehead to the advancement of the Korean Peninsula in the midst of recent improvements in inter-Korean relations and new cooperation in North Korea's denuclearization discussions. This study identified the experiences of cooperation between Korea and Russia on industrial complex, industrial supplemental relations between Korea and Russia, low population density and insufficient infrastructure, and weak infrastructure conditions in Far East Russia as a internal factors of Korea-Russia industrial cooperation. This study also identified improving logistics conditions of East Sea Rim, growth prospects of the Eurasian Economic Union, and the West to Russia sanctions as external major factors. In doing so, the direction of industrial cooperation in Korea was proposed as creating an industrial complex linked to the development of a trans-Korea international transport infrastructure, establishing a cooperative model for sustainable Korea-Russia industrial relations, and promoting industrial cooperation based on local business demand.
