인식조사를 통한 한국과 중국의 공공외교 비교 연구 : 경기도민과 산둥성민을 중심으로

전통적으로 외교는 국가엘리트가 주도한다고 여겨져 왔다. 하지만, 소프트파워의 중요성 대두, 세계화와 정보통신의 발달, 민주주의의 확산 등으로 다양한 행위자를 중심으로 한 공공외교의 발달이 이루어져 왔다. 본 연구는 지방정부의 공공외교에 대한 한국과 중국 국민들이 가진 인식과 그 필요성에 대해 알아보고자 실시되었다. 한국 경기도와 중국 산둥성의 지역주민을 대상으로 실시한 연구 결과, 사드배치 등 특정 사건 발생시 양국 지역주민 모두 일관되게 국가이미지에 가장 많은 영향을 미쳤으며, 지인이미지에는 가장 적게 영향을 미쳤다. 또한, 양국 지역주민 모두 공공외교의 필요성에 대해 공감을 하였으며, 문화에 대한 관심도가 높을수록 공공외교 필요성을 높게 인식하는 것으로 분석되었다. 마지막으로, 양국 지역주민 모두 공공외교 주체의 다양화에 대해서는 공감을 하였으나, 그 대상에 대해서는 다소 이견을 보이고 있음을 발견하였다.
Abstract
Traditionally, diplomacy has been believed to be led by a national elite. However, the importance of soft power, the development of globalization and information communication, and the proliferation of democracy have brought about the development of public diplomacy centering on various actors. The purpose of this study was to examine the perception and necessity of the Korean and Chinese people in the public diplomacy of the local government. As a result of researches on local residents of Gyeonggi-do in Korea and Shandong -sheng in China, both local residents consistently influenced the national image most at the time of the occurrence of certain events such as THAAD placement, and the least influence on the image of acquaintances. Also, the residents of both countries expressed their sympathy for the necessity of public diplomacy, and the more they were interested in culture, the more they recognized the necessity of public diplomacy. Finally, both local residents sympathized with the diversification of public diplomatic subjects, but found that they have some disagreement over the subject.
