이 연구는 표준 관련 온라인 뉴스 기사를 대상으로 개체명 인식 기법을 이용하여 주요 이해관계자 및 기술, 제품 등을 추출하고, 네트워크 분석 방법을 활용하여 표준화 거버넌스의 인식 변화를 검토하는 데 목적이 있다. 따라서 표준화 거버넌스의 주요 개념들인 조정과 혁신, 규제와 탈규제, 다양(성)과 획일(성)에 주목하여, 표준 관련 온라인 뉴스 기사에서 주요 개념이 포함된 기사를 분리한 후 각 기사의 세부 키워드를 분석함으로써 표준화 거버넌스를 위한 사회적 인식을 검토해 그 현황과 수준을 파악하였다. 연구 결과, 정부와 주요 부처가 가장 중요한 위치에 있어 정부 주도의 표준화 활동이 중심이며, 규제 영역에서는 국회나 주요 정당이 주체로 참여한다는 특징이 나타났다. 산업은 자동차 산업이 가장 높았으며, 최근 4차 산업혁명의 주요 산업인 IoT, 전기차 등이 부각된다. 표준화 거버넌스의 주요 개념어에서는 조정과 혁신 및 규제의 사용 빈도가 높아 표준화가 조정과 혁신의 대상이자 수단이며 그 방식은 규제로 인식된다. 표준이 광범위하고 다양한 영역으로 확산되고 있지만 이해관계자들의 참여를 통한 거버넌스는 아직 부족한 상태이며, 민간 부분의 이해관계자들이 참여하고 민주적으로 조정되는 거버넌스 실현이 필요한 것으로 나타났다.
Abstract
The study aims to extract key stakeholders, technologies, products, etc. using a Named Entity Recognition technique and to examine the changes in the recognition of standardization governance utilizing the network analysis methods by surveying online news about standardization. Therefore, by separating articles including the main concepts of standardization governance ㅡ mediation or innovation, regulation or deregulation, and diversity or uniformity ㅡ and by analyzing detailed key words for each article, the status and level of the social recognition for standardization governance were reviewed and identified. The study found that the government and major ministries were at the forefront, which means the government-led standardization activities. And the National Assembly and major political parties played the main role in the regulation. The auto industry was the most frequent in the industry and followed by IoT and electric cars which are the leading industries of the fourth industrial revolution. In the main concepts of standardization governance, mediation, innovation and regulation were frequently used. Consequently, the standardization is both the object and means of mediation and innovation, and the regulation was recognized as their method. Although the standards have been widespread in diverse areas, the governance through participation of stakeholders is not sufficient. Therefore, the governance should be achieved through the participation of stakeholders in private sector and the democratic coordination and mediation.
