20세기 후반의 현대 사회는 매우 역동적이고 예측하기 힘든 변화를 경험하고 있다. 특히 경제적으로 산업시스템의 변화로부터 기술혁신 방식까지 변화의 물결은 광범위하게 나타나고 있다. 이러한 차원에서 현재 지역 산업기술개발의 중요성은 매우 커지고 있다. 또한 지역의 경쟁력 강화뿐 아니라 국가의 경쟁력 강화를 위해서도 지역 산업에 대한 관심이 커지고 있는 실정이다. 따라서 지역의 산업기술개발 체계 속에서 나타난 거버넌스 구조, 즉 네트워크 체계에 대한 진단을 통한 새로운 거버넌스 체계의 정립은 산업발전 뿐 아니라 지역 거버넌스 체계의 발전을 위해서도 매우 필수적이라고 할 수 있다. 본 연구에서는 사회적 변화에 대응한 지역 산업기술개발 거버넌스 체계에 대하여연구하였다. 지역의 거버넌스 구조에 대한 실증적 분석을 위해서 거버넌스 이론과 사회 네트워크 분석 방법에 대한 이론적 논의를 바탕으로 충청권 산업의 연계 및 네트워크 구조를 분석하였다. 또한 분석결과를 바탕으로 우리나라의 지역 산업기술개발 거버넌스 체계에 대한 개선 방안과 새로운 모델에 대한 시사점을 도출하였다.
Abstract
The modern society of late 20th century is undergoing the dramatic and unexpectable change. The flow of change has expended and has affects on the industrial system and innovative techniques. The importance of development regional industrial technique is growing upon that current status. Also more attention has paid on regional industry for the aspect of enforcement of regional competitiveness and of national competitiveness at the end. Therefore, the establishment of new governance system based on the assessment of network system, which means the structure of governance developed in the regional industrial development system, is essential not only for the industrial development but also for the development of regional governance system. The body of this study provides the regional R&D governance system in accordance with the change of society. For the practical evaluation of regional governance structure, the network structure and the conjunction of industries in Chungcheong Province were analyzed upon the theoretical evaluation of the governance theory and the assessment method for social network. along with the analysis, the enhancement plan and new direction for the regional industrial R&D governance system were also made
