Abstract

-Objectives:This study aimed to analyze the current status of senior physician re-entry into regional public healthcare institutions and to identify educational needs to develop effective education and training systems. -Methods:This is a mixed-method study that combines literature review, questionnaire survey, and focus group interviews(FGIs), and the survey was conducted on 55 executives of public health care institutions and 35 senior physicians, and the FGIs were conducted on 11 people. For the questionnaire data, educational priorities were identified through descriptive statistics and Borich needs assessment analysis, and for the qualitative data, major topics were derived through content analysis. -Results:According to the survey results, both institutions and senior physicians recognized the high need for senior physicians. Both groups consistently identified primary care and chronic disease-related specialties, particularly internal medicine and radiology, as having the highest demand for senior physicians. In terms of educational needs, priority areas included (1) public healthcare for vulnerable populations and medically underserved areas, (2) community-based practice and patient communication, (3) current medical ethics and legal standards, and (4) digital healthcare utilization. In the FGIs, institutional inconsistencies between the pension system and reemployment, living conditions when working in non-metropolitan areas, and the absence of a standardized education system were identified as major constraints. -Conclusions:Senior physicians’ re-entry into regional public healthcare institutions can be an alternative strategy to address the shortage of local medical personnel. For this, an education and training system centered on adaptation to the public medical environment is needed, rather than clinical retraining, and institutional and environmental support such as matching medical institutions and consistency with the pension system need to be provided together.
