연구 목적: 본 연구는 중국과 홍콩 사이에 최근 불거진 갈등이 국가주의와 홍콩 도시정체성 사이의 충돌이라고 보고 홍콩 내에서 중국의 국가주의가 어떻게 정립되어 가고 있는지를 검토하고자 한다. 연구 방법: 홍콩반환의 원칙인 일국양제가 홍콩에 적용된 사례에 초점을 맞추어 중국-홍콩의 관계 변화를 살펴본다. 연구 내용: 중국정부는 반환 초기 홍콩인의 자율성과 정체성을 보장해주는 ‘state-nation’ 성향의 일국양제를 실시하였으나 시간이 지날수록 홍콩에 중국의 국가주의를 배태시키는 ‘nation-state’의 성향이 강해졌다. 이러한 경향은 「국가안전법」의 제정이나 후보자자격심사위원회의 신설을 통해서 확인할 수 있었다. 결론 및 제언: 신냉전시대의 도래라는 할 만한 글로벌 정세 변화 속에서 국가의 역할이 다시 강조되고 주목받고 있다. 국가-도시의 관계에서 국가주의가 도시정체성을 압도하는 사례가 중국과 홍콩의 관계변화를 통해서도 관찰되었다.
Abstract
This study examines the recent escalating conflict between China and Hong Kong, considering it as a clash between nationalism and Hong Kong's city identity and examines how Chinese nationalism is being defined in Hong Kong. Specifically, it focuses on the application of the principle of ‘One Country Two Systems’ in Hong Kong, which is the basis of the principle of Hong Kong’s return to China. The Chinese government initially implemented a state-nation policy of ‘One Country Two Systems’, which guaranteed autonomy and identity for Hong Kong. However, over time, there has been a stronger inclination towards a nation-state policy that aligns Hong Kong with China’s nationalism. This trend can be observed through the enactment of the ‘National Security Law’ or the establishment of the Candidate Eligibility Review Committee. In the context of the emergence of a new Cold War era and significant global environmental changes, the role of the state is once again emphasized and gaining attention. The relationship between the state and the city has demonstrated cases where nationalism overwhelms city identity, as observed in the changing relationship between China and Hong Kong.
