정부에서 추진하고 있는 초광역개발권은 지역 간의 상생발전과 대외지향적인 열린 국토를 지향하며 해안권을 중심으로 한 벨트형태의 발전축 설정을 꾀하고 있다. 본 논문은 초광역개발권의 이론적 근거를 개념적인 측면과 사례적인 측면을 중심으로 살펴보고, 주요 쟁점과 문제점, 정책적 시사점 등을 도출하였다. 초광역권 발전을 위해서는 지역 간 상호보완성을 바탕으로 네트워크가 이루어져야 하며, 공간스케일의 한계를 벗어나 지역의 상향식 전략을 구축할 수 있도록 하는 발상의 전환이 필요하다.
Abstract
The Korean government has designed the concept of supra-economic regions as a tool of regional development besides daily living spheres and economic regions which comprise framework of the three tied spatial strategy. The supra-economic regions are attempting to create the belt shaped developmental axis based on inter-regional complementary growth and open territorial development. This study intends to discuss supra-economic regions from its theoretical background and empirical evidences. The supra-economic regions should consider interregional cooperation based on regional complementarity and network formation from bottom-up approach across the spatial scales.
