이 논문의 목적은 MB 정부의 초광역개발권 정책에 대하여 개발방향과 관리방안의 차원에서 평가해 보는데 있다. 정부는 초광역개발권을 남해안 선벨트, 동해안 블루벨트, 서해안 골드벨트, 접경지역의 평화에코벨트, 내륙벨트 등 5개 권역으로 구분하여 기본 구상 및 개발방향을 제시하였다. 이와 같은 구상은 개발방향과 관리방안 차원에서 네 가지의 보완이 필요하다. 첫째, 점진적인 접근이 필요하며, 실행계획에 대한 보다 현실적인 접근이 필요하다. 둘째, 거버넌스 측면에서 통합적인 접근이 요구된다. 셋째, 정책추진에 있어서 연계·협력적인 접근이 필요하다. 마지막으로 관리방안 차원에서 평가체계의 구축 및 운영이 요구된다.
Abstract
The aim of this article is to evaluate developmental directions and managerial alternatives of the pan-regional policy in Korea. The government presented basic concepts and developmental directions of the pan-regional policy in Korea and simultaneously, pan-regions are divided into 5 groups such as Sun Belt of the South Sea, Blue Belt of the East Sea, Gold Belt of the West Sea, Peace and Eco Belt of the cross-border region between the South and North, and Inland Belt of the Middle land. Such concepts need four complementary works near the future in terms of developmental directions and managerial alternatives. Firstly, evolutionary and more realistic approaches to action plans are required. Secondly, with regards to the policy governance, integrated approaches are needed on the basis of a cooperation between cental and local governments. Finally, with respect to managerial alternatives, the establishment and management of the evaluation system of the pan-regional policy are required.
