Abstract

Following the establishment of the Third Republic, the Park Chung-hee administration accelerated efforts to normalize diplomatic relations with Japan. However, the contents of the Korea-Japan Agreement and its hasty implementation sparked widespread public backlash. What began as protests against the treaty evolved into large-scale anti-government demonstrations demanding Park’s resignation, fueled by successive scandals and controversies such as power-related corruption and surveillance of academic institutions. In response to this political crisis, Park declared martial law. Amid the emergency, the 43rd Special Session of the National Assembly saw the formation of the Bipartisan Crisis-Settlement Council, led by Speaker Lee Hyo-sang and composed of ruling and opposition party members. The council aimed to restore political stability through dialogue and negotiation, ultimately passing a joint resolution on July 28, 1964, calling for the lifting of martial law. However, conflicts emerged during the legislative process surrounding the government’s conditions for lifting martial law, including the enactment of the Press Ethics Act and the Academic Protection Act, which led to internal divisions within political parties. While the declaration of martial law reflected a continuation of military-style governance, Park’s encouragement of bipartisan negotiations under martial law could be interpreted as a political experiment aligned with civilian rule. Nevertheless, the process revealed the regime’s discomfort with and skepticism toward democratic practices such as party politics, parliamentary debate, and consensus-building, which were perceived as inefficient and unfamiliar.
