Abstract
The Forbidden Guard Division (Geumwiyeong) and the Royal Division (Eoyeongcheong), central to the defense of the capital in the late Joseon Dynasty, initially operated the Rotating Duty (Beonsangje) system. This system, which involved provincial soldiers rotating their service in Seoul, was considered efficient for managing a large military force with minimal cost. However, between the 18th and 19th centuries, the military system shifted towards one centered on permanently stationed troops. Operating the Rotating Duty system was challenging. Famines and epidemics led to instability in troop deployment, and the financial burden of traveling to the capital was substantial. After the implementation of the Equalized Military Tax Law (Gyungyeokbeop), the financial assistance provided to rotating soldiers decreased, further increasing their burden. The military garrisons also faced financial difficulties. In response, the Joseon government in the 19th century pursued a policy of reducing provincial troops and increasing the number of soldiers stationed in Seoul. The Suspension of Duty (Jeongbeon), a temporary halt to service enacted during disasters, became an annual practice to secure finances, effectively stopping the rotating soldiers' service in Hanyang. As the rotating soldier structure was reduced, the government established new military units in Seoul. Particularly after the 1830s, a new type of soldier called Jobeon-abyeong was introduced to carry out garrison duties. These soldiers gradually received equal treatment to regular troops, and in 1866, the government established new capital-based units based on them, completely abolishing the Rotating Duty system. The centralization of the two military garrisons in the 19th century reflects a strategic military shift toward securing a stable, adequate force for capital defense while cutting the operational costs of the Rotating Duty System.
