Abstract

Through this study, I looked at the policy changes of the intangible cultural heritage protection systems in South Korea and North Korea. Unlike South Korea, North Korea has maintained its position of 'critical succession' by grasping tradition from the perspective of classism. However, when North Korea revised the socialist constitution in 2019, it deleted the sentence, “I oppose the retroist trend.” By analyzing 'scientificization', 'internationalization', and 'systematization', which were the directions of intangible cultural heritage policies during the Kim Jong-un era, it was found that they were focusing on policy concerns about how to connect intangible cultural heritage to the lives of the people beyond protection of 'Intangible cultural heritage'. It was found that this was related to the policy judgment that ‘intangible cultural heritage’ can be effectively linked to ‘raising patriotism’, which is emphasized in connection with “Our State First” during the Kim Jong-un era. Accordingly, it was revealed that the emphasis was placed on the 'folk park and folk street creation project’ and the use of this project, and ‘the establishment of a data base' and the need to actively exchange information using this. This analysis is significant in that it provides a strategic point for future inter-Korean exchanges in the field of intangible cultural heritage.
