Abstract

This study examines the transformation of cultural heritage concepts in North and South Korea after the national division by analyzing changes in legal frameworks and assesses the influence of UNESCO’s international norms. Both Koreas adopted the 「Decree on the Preservation of Joseon Treasures, Historic Sites, Scenic Sites, and Natural Monuments」, enacted during the Japanese colonial period, as the starting point for their cultural heritage legislation. South Korea expanded the concept from ‘cultural property 문화재’ to ‘national heritage국가유산,’ overcoming the limitations of the Japanese-style classification system and reflecting UNESCO’s heritage categorization. Similarly, North Korea shifted from a ‘cultural property문화유 물’-centered system to one based on ‘national heritage민족유산’ and gradually accepted international standards, including the introduction of the concept of ‘intangible cultural heritage.’ In particular, the UNESCO ‘Convention for the Safeguarding of the Intangible Cultural Heritage’ played a significant role in reshaping the conceptual and institutional frameworks of cultural heritage in both Koreas. Amid these changes, shared intangible heritages of North and South Korea -such as ‘Arirang,’ ‘Kimchi,’ and ‘Ssireum’-have demonstrated a dual character in the process of being inscribed on the ‘Representative List of the Intangible Cultural Heritage of Humanity.’ On one hand, the process has revealed competition between the two Koreas; on the other, it has highlighted their cultural commonality to the international community. This dynamic suggests the potential for indirect inter-Korean cooperation in the field of cultural heritage through the platform of UNESCO and indicates that the universal values embodied in international norms are gradually being internalized within North Korea as well.
