Abstract

This study aims to re-evaluate the nature and historical significance of the Jipgangso (執綱所), established during the Donghak Peasant Revolution, from the perspective of local autonomy. While previous scholarship has interpreted the Jipgangso variously—as a grassroots self-governing institution, a governmental auxiliary body, a public security organ, or a collaborative governance structure—there remains a need for a comprehensive examination of its origins, organizational structure, and operational practices. Accordingly, this study analyzes the formation process of the Jipgangso and its regional variations, focusing on the Jeonju Truce and subsequent negotiations. It demonstrates that the Jipgangso exercised autonomous governing functions through the implementation of reform plans, maintenance of public order, and participation in local administration. The Jipgangso operated at the county level and consisted of deliberative and executive bodies, undertaking local administrative tasks such as punishing corrupt officials, reforming tax practices, and maintaining security. This development represents a case in which peasants directly participated in local administration, challenged the feudal order, and asserted emergent notions of popular sovereignty. In particular, the Jipgangso embodied a prototype of local self-government grounded in collective responsibility, as it sought to implement the reform agenda led by peasants themselves. Nevertheless, the Jipgangso exhibited regional variation in function and authority and existed only briefly, falling short of full institutional consolidation. Despite these limitations, the Jipgangso holds significant value as a spontaneous, participatory model of local governance that emerged in late Joseon Korea, illuminating the historical origins of modern local autonomy. By interpreting the Jipgangso not merely as a revolutionary policing body but as a transitional institution that realized elements of popular sovereignty and grassroots autonomy, this study advances a new perspective on its constitutional and administrative significance.
