Abstract

This paper explains that the Yoon Seok-yeol administration sought to pressure the Kim Jong-un regime into halting human rights abuses against the North Korean people and implementing human rights-friendly policies through a “Strategy of publicizing North Korean human rights based on a comprehensive security concept.” The Kim Jong-un regime countered this with a “Strategy of countering South Korea’s human rights offensive using domestic and international propaganda” to maintain the Kim Jong-un-centered North Korean system. As Elizabeth Salmon, Special Rapporteur on the Situation of Human Rights in North Korea, demonstrates in her 2025 report, the Yoon Seok-yeol administration’s engagement strategy on North Korean human rights failed to achieve its stated goals. The core reason for this was that the Yoon Seok-yeol administration’s engagement strategy was a confrontational strategy that the Kim Jong-un regime, the entity capable of truly improving the human rights of North Koreans, found difficult to accept. This study confirms that cooperation with the Kim Jong-un regime is more important than confrontation to protect and improve the human rights of North Koreans. The Lee Jae-myung administration, South Korean churches, and Christians must strengthen cooperation with the diaspora to protect and improve the human rights of North Korean residents and prepare to collaborate with UN agencies to guarantee the basic human rights of vulnerable groups within North Korea.
