이 논문은 미국 트럼프 행정부와 바이든 행정부가 인권외교 수단을 활용하여 김정은 정권을 변화시키고 북한주민들의 보편적 인권보장을 실현하고자 했으 며, 미국의 이러한 인권관여에 대응하여 북한 김정은 정권은 ‘자주외교와 사상 교양의 병행’을 통해 김정은 중심의 북한식 인권체계를 유지하고자 했음을 설 명한다. 차기 대통령 선거에서 트럼프 후보와 해리스 후보 중 누가 당선되더라도 미국 의 북한인권관여는 북미관계 변화에 영향을 받을 수밖에 없다. 하지만, 트럼프 후보가 당선될 경우, 북미관계가 개선될 가능성이 높고 이 경우 북한인권관여 는 단계적으로 완화될 것이다. 북한 김정은 정권은 누가 차기 미국 대통령이 되든지 상관없이 미국의 북한인권관여에 대해 사상교양사업으로 내부 단속을 강화하고, 유엔에서 자주외교를 통해 북한의 입장을 고수해 나갈 것이다. 한국 기독교인들과 교회는 하나님의 정의의 측면에서 북한 김정은 정권이 더 이 상 북한 주민들의 인권을 중대하게 침해하지 않도록 압력을 가하는 역할을 하는 한편, 하나님의 사랑의 측면에서 북한 주민들 특히 인권취약집단인 북한 아동, 여성, 노인, 장애인에게 인도적 지원을 제공하는데 역할을 담당해야 한다.
Abstract
This paper explains that the Trump and Biden administrations in the United States attempted to change the Kim Jong-un regime and realize universal human rights protection for North Korean residents by utilizing human rights diplomacy, and that in response to this US engagement in human rights, the Kim Jong-un regime in North Korea attempted to maintain a North Korean-style human rights system centered on Kim Jong-un through ‘parallel independent diplomacy and ideological education.’ The US’ engagement in North Korean human rights will inevitably be affected by changes in North Korea-US relations. Regardless of who becomes the next US president, the Kim Jong-un regime in North Korea will strengthen internal crackdowns on US engagement in North Korean human rights through ideological education projects and maintain North Korea’s position through independent diplomacy at the UN. Korean Christians and churches should play a role in pressuring the Kim Jong-un regime in North Korea to stop seriously violating the human rights of the North Korean people from the perspective of God’s justice, while playing a role in providing humanitarian support to the North Korean people, especially vulnerable groups such as children, women, the elderly, and the disabled from the perspective of God’s love.
