북한인권문제는 동북아 평화협상과 지역안정 구조에서 독립변수로 작용하고 있다. 북한의 핵개발과 인권탄압은 모두 체제유지를 위한 의도적인 전략이다. 북한은 핵협상타결 이후 국내 인권상황을 개선할 의지를 보이지 않고 있다. 오히려 북한은 대규모 경협, 대외개방 효과를 차단하기 위해서 내부적으로 주민통제를 강화할 가능성이 있다. 그러나 인권 개선없이 북한이 원하는 체제유지와 국제제재완화, 또는 경제개발이라는 목표를 동시에 실현하기는 어렵다. 정부는 핵협상 과정에서 유엔 대북제재와 대북 포용정책 사이의 긴장과 모순을 극복하고 양자를 균형있게 순치(順治)하는 노력이 필요하다. 북한인권 문제 해결을 위해서는 국내외의 다양한 주체들이 다양한 자원을 동원해야 하며 정책 목표들에 대한 이슈, 대상, 주체별로 세부적인 맞춤형 접근전략이 필요하다. 북한인권법의 조속한 시행을 통해 정책인프라를 구축하고 정책거버넌스 체제를 구축해야 한다. 대북 인도지원은 과거의 물량지원 중심의 올인방식과 단기적 긴급구호방식을 탈피하고 북한주민중심의 파트너쉽-맞춤형 지원으로 전환하는 것이 바람직하다. 북한인권정책은 북한문제의 중요한 축이며, 핵협상에 종속되는 것이 아니라 독립적인 의제로 추진되어야 한다.
Abstract
The North Korean human rights issue is an independent variable in peace negotiations and regional stability in Northeast Asia. Both the nuclear buildup and human rights abuses in North Korea are intentional choices by Pyongyang to maintain the North Korean regime. North Korea has shown no willingness to improve its human rights practices during the nuclear talks. Rather, North Korea could intensify control of its people internally to block the effects of large-scale economic cooperation and the opening of the country. However, it is very doubtful that the totalitarian system can be maintained without human rights improvement in the long run. During the nuclear negotiations, South Korea needs to overcome tensions and contradictions between United Nations sanctions against North Korea and its engagement policy toward North Korea, and strive to balance the two policy goals. To resolve human rights problems in North Korea, domestic and foreign actors should mobilize diverse resources, and need to customize target populations, issues, and strategies. The North Korean Human Rights Law should be implemented promptly to establish a policy infrastructure and policy governance system. It is desirable to move away from the all-in-the-way approach and short-term emergency relief method for humanitarian engagement with North Korea. The human rights problem is an important axis of North Korean issues and should be pursued as an independent agenda, not a subordinate to nuclear negotiations.
