Abstract

This study systematically analyzed the core directions of Russia’s “2036 Shipbuilding Industry Development Strategy and 2050 Long-Term Outlook” and evaluated how this strategy linked to the stable operation of the Northern Sea Route(NSR). The analysis reveals that Russia’s shipbuilding development strategy is structured around five pillars: national security, industrial capacity enhancement, technological innovation, human resource expansion, and strengthened finance and governance. These directly connect to the core conditions for Arctic route operation: securing year-round navigation capability, enhancing strategic resource transport capacity, improving eco-friendly and digitally-based operational stability, securing polar specialists, and ensuring long-term investment stability. However, the analysis confirmed that significant constraints remain in achieving the strategy’s objectives due to persistent structural factors: prolonged Western sanctions, instability in the parts supply chain, insufficient port, transshipment, and logistics infrastructure, aging vessels and environmental risks, and the outflow of specialized personnel coupled with investment aversion. This situation suggests that despite Russia recognizing the NSR as a national strategic asset and a means to expand its geopolitical influence, both exogenous and endogenous factors limit the actual pace and outcomes of the strategy’s implementation. Russia’s shipbuilding development strategy provides the institutional foundation for its national approach centered on the NSR and carries significant implications for the future international maritime order and Arctic security environment. The strategy aims beyond industrial policy toward national objectives, including strengthening Russia's geopolitical influence in the Arctic and securing strategic autonomy. By examining the structure and constraints of this strategy, this study offers insights into the future development of the NSR, the sustainability of Russia’s shipbuilding policy, and shifts in the international maritime order.
