초록

우주 공간은 인간이 식별할 수 있는 공간이 제한되어 있으며 시간과 공간이 뒤섞여 있어 경계를 나누어 주권을 주장하는 것이 모호하다. 하지만지구 영토의 물질(우주선, 육체)과 비물질(정신, 이념, 믿음)은 우주 공간으로 확장하는 연속성을 보인다. 이처럼 지구 영토에서 출발한 공간의 연장은 우주 공간에서도 경계를 그어 배타성(exclusivity)을 드러내는 특징을가진다. 특히 지구상에서의 지정학과 체제 및 이념의 차이는 우주 거버넌스에 영향을 미치고 있다. 본고는 공간의 분할과 이념의 차이가 혼재한 것은 '배타적 지정학(exclusionary geopolitics)'이라 명명하고 신냉전의 체제 대결이 우주 공간으로까지 이어지는 연속성을 가짐을 검증하고자 한다.

Abstract

Outer space is a limited humanly discernible space, and the blurring of time and space makes it ambiguous to draw boundaries and assert sovereignty. However, the material (spacecraft, physical body) and immaterial (spirit, ideology, belief) of Earth's territory show a continuity that extends into outer space. As such, the extension of space from the territory of the Earth is characterized by drawing boundaries in outer space, revealing exclusivity. In particular, differences in geopolitics, regimes, and ideologies on Earth are affecting the governance of space. This paper proposes that the conflation of spatial division and ideological differences is called 'exclusionary geopolitics’ and aims to verify the continuity of the regime confrontation of the neo-Cold War to outer space.
