본 연구는 한국과 미국의 국가사이버안보전략을 체계적으로 분석하고비교하였다. 전략의 기본 구성 요소를 기반으로 국가사이버안보전략의 구성 요소를 위험-목표-수단-방법-평가의 5가지 요소로 구조화하였으며, ITU와 ENISA 등의 국외 국가사이버안보전략 지침을 바탕으로 이를 검증하였다. 제시된 구성 요소를 통해 한미 사이버안보전략을 항목별로 비교평가하여, 앞으로 우리가 나아가야 할 방향성과 개선해야 할 부분을 도출하여 보다 효과적인 국가사이버안보전략 수립을 위한 기초 자료로 활용되기를 기대한다.
Abstract
This study focuses on systematically analyzing and comparing the national cybersecurity strategies of South Korea and the United States based on similar previous research. The study structures the national cybersecurity strategy’s key components into five elements: risk, objectives, means, methods, and evaluation. These components were verified against international guidelines from organizations such as the ITU and ENISA. By comparing and evaluating the cybersecurity strategies of South Korea and the United States through these proposed components, the study aims to identify future directions and areas for improvement, ultimately serving as foundational data for the development of a more effective national cybersecurity strategy.
