이 글은 정치․군사적 측면을 중심으로 중국 우주개발의 의미와 영향을 분석하는데 목적이 있다. 연구결과 중국의 우주개발은 그것이 지니는 복합적 파급효과와 상징성, 고도의 정치적 의도, 군사․안보적 요인 등을 배경으로 하며 나아가 상업적 이익의 확보와 국방현대화 그리고 우주공간에서의 기득권 확보 등을 목적으로 추진되고 있다. 한편 중국의 우주개발은 미래 우주전쟁의 가능성을 염두에 두고 우주군사력 강화개념을 도입함으로써 미국과 일본 등 주변국의 안보우려를 증대시키고 있다. 중국은 아시아의 맹주가 되고 미국의 세계지배에 도전하기 위해서는 우주를 기반으로 하는 군사전략이 가장 효과적이라 보고 있다. 따라서 중국의 우주개발은 향후 우주경쟁을 촉발하고 동북아 역학구도의 변화는 물론 중․미간에 새로운 대립양상을 유발할 가능성이 높은 것으로 평가된다.
Abstract
This article seeks to analyse the effects and implications of China's space development. China's leaders have regarded space development as a tool to speed technological modernization and recognition of China as a great power. China's objectives in space development reflect broad commercial interests, military modernization and assure vested rights in space. China's official policy is to support the exploitation of space for economic, scientific, and cultural benefits while firmly opposing any militarization of space. However China has unofficially identified space activities as an area where it could erode U.S. military advantage. Space may inevitably make China the third man in the fourth battlefield. Since space power determines a nation's destiny, it is imperative for China to pursue military capabilities in space aggressively. The major implication of China's space development is that the U.S. can no longer regard the military space as an "American lake". Therefore it is possible that the space development by China may not only accelerates the space race between U.S. and China, but also changes the power structure in Northeast asia.
