Abstract
This study empirically examined the effects of individual and organizational characteristics on digital literacy among educational welfare workers in the Busan area and explored strategies for enhancing their digital competencies. A survey was conducted with educational welfare workers in Busan, and a total of 108 valid responses were analyzed. The results showed that while participants were relatively proficient in using digital technologies for program guidance and basic communication, their experience with specialized and in-depth functions, such as learning and emotional monitoring, remained limited. The overall level of digital literacy was above average, with significant differences observed according to age group, total years of social work experience, and experience with digital technologies and tools. Hierarchical regression analysis indicated that among the independent variables, only experience with digital technologies and tools had a significant effect on digital literacy, whereas organizational characteristics were not statistically significant. In the analysis of subcompetencies, significant model effects were found only for social media use and collaboration skills, as well as basic task utilization skills. Among these, experience with digital technologies and tools significantly influenced basic task utilization. These findings suggest the need for personalized capacity-building strategies that reflect individual experience and digital familiarity to enhance the digital literacy of educational welfare workers.
