본 논문은 현재 우리나라에서 추진되고 있는 특별지방자치단체의 추진 현황과 그 변천과정을 검토해 보고 그에 따르는 쟁점과 개선방안을 탐색해 보고자 하였다.대부분의 서구 선진국에서는 1950년대 이후 특별지방자치단체의 설립을 통한 광역 행정 사무 처리가 일반화되어 활발하게 추진되어 온 것에 비하면 우리나라는 이번 법률개정이 다소 늦은 감이 있는 것이 사실이다. 지금도 많은 광역지방자치단체에서 특별지방자치단체를 신설하여 광역사무를 활발하게 추진하고자 하고 있으나 여기에는 여러 가지 쟁점들도 존재한다. 이와같이 현행 우리나라 특별자치단체는 이러한 쟁점사항들을 감안하여 향후 우리나라 특별자치단체의 설립은 정치적 이유나 또 다른 이해관계에 따라 추진될 것이 아니라 오로지 지역주민의 공동이익을 위해 추진되어야 하고 그 절차적 정당성도 지켜져야 할 것으로 생각된다.
Abstract
The purpose of this study is to show what metropolitan policy implication Korean special local government policy for the national people and regional comes has through the special local government. Recently most of the local governments is building the special local government so called metropolitan federation. According to this analyzing the effectiveness was not big for managing of the metropolitan affairs. The effectiveness of central government’s intervention was not successive perfectly. Therefore the regional administration system was not successive and a large ground. According to this study, special local agencies should be built which is based an new revised local autonomy in 2020. Therefore, local special agencies can carry out its economic potential abililty to improve the regional development than another administrative instruments. Consequently, metropolitan special agencies will have the higher efficiency to came true real local autonomy with managing the regional problems.
