Abstract

The government makes an effort to improve its enforcement through the decentralization of power so that it could reduce the unbalance among local regions and make better the qualities of their local peoples' lives. Only when it is carried out very well, the government can settle down a local autonomy effectively, leading to achieving its original goal. In case of transferring an affair authority of a special local administration agency to a local self-government, it is not clear that the former returns its authority for affairs, which belonged to a local self-government, to the latter or it is to empower a local self-government to do national affairs. There is a need to give the authority for the affairs of the special local administration agency to a local self-government by carrying out efficient decentralization of power, so it results in developing locals and country as well as making progress in the well-fare of the national people. In spite of this, the current government shows an inactive attitude, leading to leaving a problem that decentralization of power is not operated well. It needs to arrange the special local administration agency in an effective way to be equipped with the decentralization system. By doing so, the original ideas of the government could come true. Therefore, this study reviewed the empowerment of the special local administration agency to a local self-government to achieve the decentralization based on the special law.
