Abstract

The Government-General of Korea functioned as both the administrative center of Japanese colonial rule and a heavily surveilled space. Despite this, lower-class workers within its structure developed nationalist consciousness and engaged in acts of resistance. This study focuses on two incidents from 1940: a case in which a maintenance worker inscribed pro-independence slogans in a restricted bathroom used by high-ranking officials, and another in which workers accessed and discussed classified wartime documents from the Secretariat. These events constituted symbolic forms of resistance—acts not of mere deviance, but of deliberate political expression mediated through language. Rather than neutralizing opposition, the authoritarian and closed nature of the colonial institution paradoxically amplified the potential for resistance. These incidents demonstrate that even within the heart of a rigid surveillance regime, ideological fractures can emerge and lower-class individuals can become agents of nationalist action. The individuals involved were not members of organized political movements, nor had they received higher education. Nevertheless, through novels and informal discussions, they cultivated a critical awareness of colonial realities and envisioned alternative futures for Korea. Without formal instruction, they were capable of interpreting political conditions and acting upon them. Emotional solidarity and shared recognition of injustice enabled these workers to engage in autonomous, collective action. These findings challenge the prevailing notion that the independence movement was confined to armed resistance or elite intellectual circles. Ultimately, this study contends that lower-class colonial subjects were capable of conscious, independent participation in the nationalist struggle. It calls for further research on the spontaneous formation of political thought and practice among the colonized populace. By recovering these overlooked acts of resistance, the study expands the boundaries of how we understand the Korean independence movement and the diverse agents who shaped it.
