유럽통합의 심화가 유럽회의주의의 증가에 미치는 영향에 관한 연구

본 연구는 정치, 경제, 사회적으로 통합이 거의 완성 단계에 있는 지금 왜 유럽회의주의가 시민적 수준에서 그렇게 거침없이 표출되고 있을까 하는 의문으로부터 출발하였다. 1990년대 이전에는 유럽회의주의가 공개적이고 적극적으로 표출되지 않았고 1990년대 이후 점점 강화되고 있다는 점을 생각한다면, 유럽 시민들과 정당들의 유럽회의주의에는 마스트리히트조약으로부터 본격적으로 시작된 유럽통합의 심화(deepening)가 깊이 연관되어 있음을 유추할 수 있다. 너무 급속하게 이루어진 통합의 정치적 심화 문제는 유럽인들에게 내적, 외적 정체성의 문제를 안겨주었고, 경제적 심화는 신자유주의 중심으로 이루어져 유럽인들의 박탈감을 증가시켰다. 바로 이러한 점이 유럽인들로 하여금 유럽통합을 의심하거나 부정하게 하는 결정적인 요인으로 판단된다. 이를 위해 제II장에서는 유럽회의주의의 형태와 원인에 관한 기존의 논의를 살펴본다. 제III장에서는 유럽통합의 심화와 유럽회의주의의 증가 간의 관계를 살펴보고자 한다.
Abstract
This study started from the question: why euroscepticism is being expressed so drastically among European citizens. If we consider that euroscepticism has not been expressed openly prior to an early stage of the 1990s, but it has been consolidated and is getting strength more and more, we can analogize that euroscepticism among European citizens and political parties is deeply linked to the deepening of European integration which has been started in earnest after the Maastricht Treaty. Too fast Deepening in the fields of political integration gave Europeans the problem of internal and external identity, economic deepening caused Europeans the sense of deprivation, because of its' neo-liberal character. This is why Europeans distrust or negate European integration.
