인구감소지역 이주민 지원 조례의 문제점과 개선방향 - 전남 4개 군의 지역특화형비자사업 참여 외국인 유학생 지원을 중심으로 -

본 연구는 인구감소지역의 지방자치단체들이 지역특화형 비자사업을 통해 정주인구를 확보하고자 조례 및 정책을 어떻게 개편하고 있는지를 분석하였다. 이를 위해 이주민 지원 관련 선행연구와 정책, 외국인주민 통계를 분석하고, 전남의 4개 기초 지방자치단체의 외국인주민 지원 조례, 인구감소 대응 조례, 민선8기 공약과 이행상황, 행정기구 설치 조례를 검토하였다. 또한, 지역특화형비자사업 기본계획, 유학생 등 사업참여자 모집 결과 및 정착지원금 지원 현황을 분석하였다. 연구결과 4개 군은 다문화가족과 계절노동자 중심의 이민정책을 추진하고, 외국인 유학생 등 정주 이주민 확보를 위한 준비는 부족하다는 것을 확인하였다. 또한 이주민과 선주민의 적극적 교류 장려와 같은 사회통합에 대한 시각은 미흡하였고 우수인재 및 장기 정주할 인재의 이민 거버넌스 참여는 제한되고 있었다. 인구정책 부서 내 지역특화형비자사업 전담팀이 운영되지만, 이민정책의 총괄 조정·관리 기능은 미흡하였다. 이에 본 연구는 유학생 지원을 위한 조례 개정, 대학과의 협력을 통한 취업 및 정주 유인 강화, 상호문화 교류 확대, 이주민 거버넌스 제도화, 이민정책의 연계·조정 기능 강화 등을 개선 방향으로 제안하였다. 본 연구는 인구감소지역이 우수 이주민을 유입·정착시키기 위한 제도적 기반을 어떻게 마련해야 하는지를 제시한 실천적 연구로서 의의를 가진다.
Abstract
This study aims to examine whether local governments in depopulating areas are preparing to revise relevant ordinances and policies to secure a settled population through the implementation of a region-specific visa program, thereby addressing the population crisis. To this end, the study analyzes prior research and policies related to immigrant support, foreign resident statistics, and examines the foreign resident support ordinances, depopulation response ordinances, campaign pledges and implementation status of the 8th popularly elected local administrations, and the administrative structure ordinances of four local governments in Jeollanam-do Province. In addition, it reviews the basic plans of the region-specific visa program, recruitment outcomes for participants such as international students, and the current status of settlement support grants. The findings confirm that the four counties have primarily focused their immigration policies on multicultural families and seasonal migrant workers, and that preparations for securing long-term immigrants, such as international students, are insufficient. Furthermore, perspectives on social integration—such as promoting active exchange between immigrants and native residents—were found to be lacking, and the participation of highly skilled and long-term immigrants in immigration governance remains limited. Although a dedicated team for the visa program operates within the departments in charge of population policy, comprehensive coordination and management functions for immigration policy were insufficient. Accordingly, this study proposes several improvement directions: revising ordinances to support international students; strengthening employment and settlement incentives through university cooperation; expanding intercultural exchange; institutionalizing immigrant participation in local governance; and enhancing coordination and integration of immigration-related policies. This study holds practical significance in presenting how local governments in depopulating areas can establish institutional foundations to attract and retain high-potential immigrants.
