Abstract
In basic local governments classified as areas with declining populations, the importance of foreign population inflows as a breakthrough to prevent regional extinction is increasingly emphasized. In this study, this article aimed to empirically analyze the impact of foreign worker inflows on the regional economy of population-declining areas, focusing specifically on the Gyeongsang region, where the issue of population extinction is most severe—an area that has not been given much attention in previous studies. During this analysis, this study highlighted the fact that even among foreign workers, differences in professional expertise based on their visa status may exist, and the value that can be created by unskilled versus skilled workers may differ. Therefore, this article subdivided foreign workers by employment status to compare and analyze the impact they have on the regional economy in population-declining areas. The analysis revealed that in the population-declining areas of the Gyeongsang region, the inflows of unskilled foreign workers, skilled foreign workers, and foreign students, in that order, significantly contributed to the increase in the Gross Regional Domestic Product (GRDP). These findings provide policy implications, suggesting that local governments need to consider practical support measures to encourage the settlement of unskilled or low-skilled migrant workers in population-declining areas. Recently, the government has included foreigners in the definition of "resident population" in the "Special Act on Support for Areas with Declining Populations" and has launched pilot projects for region-specific visas to better reflect regional needs in the establishment of foreign visa policies. In basic local governments classified as population-declining areas, there is a need to carefully assess the distribution, current status, demand, and characteristics of unskilled or low-skilled foreign workers. For foreign workers who have sincerely worked in unskilled positions, selective opportunities for family migration or permanent residency could be offered to encourage them to settle in the community and contribute to revitalizing the local economy. These policies could be reflected in local ordinances or regional plans related to the resident population in population-declining areas by adding concrete provisions, demonstrating key policy implications.
